Gwinnett County Public Schools (GCPS), the largest school district in Georgia, has maintained its Aaa bond rating from Moody’s Investors Service. This rating applies to the district's outstanding general obligation unlimited tax debt and highlights GCPS's financial health and management.
The district has shown strong financial stewardship by keeping balanced budgets and increasing reserves annually since 2014. Factors such as gradual enrollment growth, increased state aid, and a robust local economy have supported consistent property tax growth.
Moody’s acknowledged GCPS's conservative budgeting, strong reserve levels, and commitment to fiscal responsibility as reasons for affirming the Aaa rating in their February 10, 2025 press release. The district has effectively used voter-approved sales tax collections for capital improvements to ensure long-term financial sustainability.
“Earning Moody’s highest bond rating once again is a testament to our district’s sound financial strategy and long-term planning,” said Walt Martin, Deputy Superintendent of Operational Services. “Our commitment to responsible budgeting and efficient resource management allows us to invest in the future of our students while maintaining the financial stability of GCPS.”
Superintendent Dr. Calvin J. Watts also emphasized the importance of fiscal management in supporting educational excellence. “Gwinnett County Public Schools has a long-standing commitment to strong fiscal accountability, and we remain dedicated to responsible financial stewardship. By effectively managing our budget year to year, we not only maintain the district’s financial health but also maximize resources that directly benefit our students, staff, and community.”
Moody’s assigned a stable outlook for GCPS's financial future, expecting continued prudent budget management and strong reserves. The district's decision to opt out of HB 581 further strengthens its financial position.
As one of the few school districts nationwide with this top bond rating, GCPS continues leading in fiscal responsibility while investing sustainably in education for over 180,000 students.
